Technically that’s your neighborhoods responsibility. You can cut up to the property line but not over and you must remove the branches. My neighbors tree did the same thing and nothing could be done. All you can do is cut what hangs over and move on.

The City of Gilbert is more responsive than some awful neighbor! When things get missed - a 311 note usually fixes it. If they do no know it is broken... They cant fix it.
