Have put up with this mess for 15 years. So called contractor has ignored the property. City councilmen has told me there are no laws in Lorain to make property owner clean up backyard mess. Have written letter to owner suggesting he contact electric company and telephone company for help with tree. Get so tired of mess that neighbors cut down the grass and weeds.
