daily a car parks on the sidewalk, tight against the store front windows. the police have told me the owner of the Bread Basket uses this as a loading zone and that it's OK. is this allowable?

Cars parked blocking a sidewalk is a Police issue. If they do not have a problem with it, then there is no violation. Sidewalks are considered public right of way, not zoning. You will need to reach out to them directly as they do not have access here.
