It is understood by a notice distributed to all residents within Lowe Estates that the Gilbert Traffic Engineering Dept is unilaterally changing the parking on our streets. This is a overreach by the department to change what has been in place for over 40 years. The proposed changes will significantly impact the values of the homes and create a myriad of problems between residents. Allowing parking on only one side of the street solves nothing but dimishes the use of our neighborhood and once again negatively impacts the values of our homes.

Finally, the note from Gilbert states " they [the HOA] asked to be the primary contact for residents of the community with questions or concerns regarding the changes". This contradicts the unprofessional note from the HOA that states, "If you have any questions, please direct them to the Town of Gilbert and not the Association,"

“Hello Mr. Bosler,
I would be happy to provide information on the proposed parking changes to your community, Lowes Estates. The Town was contacted by Spectrum Association Management, the management company for Lowes Estates and requested that the existing parking restriction be adjusted to from NO PARKING SCHOOL DAYS to NO PARKING ANYTIME. The request asked to restrict parking to one side of the street. Staff went out and evaluated the community and provided information to the management company that highlights the current parking restrictions being installed throughout the community.
Once staff was notified of the concerns being discussed by your community, we contacted Spectrum Association Management and provided updates to them and asked them to contact their community members to discuss their concerns. During our conversations with Spectrum, they informed us that this was an ongoing request for 3 years, the community had been requesting a parking solution to their concerns. Based on those conversations with Spectrum, they asked to be the primary contact for residents of the community with questions or concerns regarding the changes. The recent parking changes was initiated by Lowes Estates Homeowners Association. Spectrum requested the parking restrictions be modified from No School Parking 10 AM to Noon School Days to NO PARKING anytime.
Staff discussed the requirements and explained that we would follow the Town of Gilbert PUBLIC WORKS AND ENGINEERING STANDARDS that provide directions on parking allowances for public roads within the Town of Gilbert public right of way. Engineering Standards 4.7.3 Parallel Parking Allowances – Street Width Requirements.
Requirements: (all measurements are from face of curb to face of curb) 1. 32-foot street width, parking on both sides. 2. 26–32-foot street width, parking on one side. 3. Less than 26-foot street width, no parking.
The discussion provided Town staff with direction to restrict parking from one side of the road. Staffed provided guidelines that included, parking would be restricted where fire hydrants are located. Town of Gilbert Code of Ordinances 62-67 No parking areas, (6) Within 15 feet of a fire hydrant. Fire hydrants are located on the north side of the roads within the community. As parking restrictions are required to be contiguous, the north side was proposed to be the side restricted.
In working with Spectrum, staff was provided information that the HOA had been working with the community for 3 years to resolve the ongoing parking concerns. Staff provided Spectrum with a proposed location map of the proposed parking restrictions. Once the locations were approved be Spectrum, Town staff begin the process of creating Traffic Engineering work orders that would have the new restrictions installed.
Spectrum Association Management is the governing body for Lowes Estates community and requested the parking changes that have occurred. Town staff followed procedures and worked with Spectrum to provide information to the community on the ongoing parking changes.

Thanks Debbie for that clear update, as homeowners for 20yrs here we were never contacted or informed by the HOA of the changes that Spectrum claims they received from the HOA.
This makes it clear that the HOA or Spectrum isn’t being honest with the Homeowners.

Since Town Code/Ordinances are going to be enforced and restrictions placed upon property owners, “for safety” that it would be done equally upon all homeowners of the street and not at the discretion of a town department?
Why is the town restricting a partial street?
If the restriction is only being placed on a certain community why is it not the entire “community” as you stated?
Just curious why restrictions are only being placed on some citizens of the community, at the Towns discretion and not equally throughout the “community”?

You stated “North of E. Page St. is a different community.” Again it is part of the Lowe Estates Community, the community ends half way between 261 & 267 N. Concord St, why are signs not being installed in the entire community equally? Why is parking allowed on both sides of N. Concord St. in that area?
If new restrictions are going to be placed upon property owners by the town why are they not being done equally? If they are not going to be installed equally per the “Towns Assessment” they should be removed! What criteria is the town using as discretion to not equally install signs? Lot size, gender, ethnicity, income, etc.???
