The city needs to deal with this problem. This is a nice area with lots of young familys and working professionals.

It's a shame, its dangerous...They steal from cars and people. After 7 pm they dregs of the city meet in that area.

Hate to say it but that street has been that way for at least the last 20 years. It's actually a lot better than it used to be. The police and the city already know about it and if they haven't done anything about it by now I doubt they ever will.

That kind of complacency is what holds Philadelphia back. All of Philadelphia is better than it was 20 years ago — does that mean that we shouldn't press for safer, cleaner, better neighborhoods? I don't think so. The people who live in Philly aren't the same as they were decades ago and have different demands for a better quality of life. I salute all attempts to bring take unlawful activity off the streets in my neighborhood.

Thank you Diana. I do wish that the comment from 311 showed a bit more interest and attention - of course we have been vigilantly reporting this matter! I've constantly called 911, spoken with my district, consulted the neighborhood watches, sent letters to the courts, and even had several face to face conversations with local police.

Is it me, or has the area between 12th & 13th on Locust gotten worse? There are alot of unsavory folk. I often walk this route on my way back from the gym. I believe there is a methadone clinic on the block, and once the patients receive their dose, they congregate on the street or even hang out at the coffee shops/Potbelly Sandwiches where there is outdoor seating. Or, they sit on the steps of the burned out Lincoln Apartments across the street. How did we end up with this in our neighborhood? They don't live in Wash West or even Center City. I'm sure of it. It seems to coincide with alot of crime recently. What is everyone elses thoughts?

In response to Jeff, I think part of what makes our neighborhood vibrant is the flow of people in and out of it and the mix of incomes, careers, etc. That said, we don't want criminals or vagrants for a variety of reasons. Is there a way to deal with loitering problems? Yes, it's basically ensuring that vacant spaces get filled in. The renovation of the Lincoln Apartments has been stalled for two years now — we need to change that. And having a parking lot on 13th and Locust, across from a vacant restaurant, doesn't help either. I'll mention this to the WSWCA but perhaps it's worth complaining to your city councilman, Frank DiCicco.

And over 2 years later it is still a hotbed of hookers. I can't wait for the city to do something about this.

ive lived in the neighborhood for 10 years now and have moved 8 times bc of this problem. love the fact i have to move and not them.

btw what's across the street from the Lincoln apts with everyone outside smoking and yelling all day? walking to work is horrible. i've been both spit on and grabbed more than once.

That is a methadone clinic for pregnant women! I actually posted notices about 5 years ago saying that this was being introduced to our area. I asked people to express their opinions/concerns with WSWCA - but no one did.

Everytime I see a prostitute, I call 911. Everytime I see people congregating in front of the vacant Lincoln apartments, I call 911. Everytime I see a bunch of people (homeless, etc.), I call 911. I have spoken to policemen and they say they can only arrest the prostitute if they see her/him actually soliciting. Because of all of the above problems, we are moving out of this neighborhood. I don't understand how these problems can continue to occur in a major city. It really is a sad issue. Unless these issues are addressed, this area will continue to have people move away.

911 and 311 aren't working. We all call and the police drive by at least 10 minutes later. The hookers hide in an alley and then comeback out again after the cops are gone. The cops need to walk or at least hang out in the area after Pine St Pizza has closed. Drive byes don't solve the problem, don't create enough of a police presence to warrant a change and don't show any real concern for our neighborhood. It's a joke and an insult to those of us who still care about living in the city.

As I asked before, PLEASE put your outside lights on each and every night. Many of you don't and feel they stand under the lights to solicit. PLEASE turn your lights on! This will help if the streets are well lit.
