As I understand it the owner filed the paperwork for a rental license. That should only be on one unit. The other portion needs to be owner occupied. If the ownership is through a land contract it is difficult to know who owns what. Land Contracts do not have to be recorded in Michigan. The process may require the city to see the land contract to confirm owner occupancy.
