Could it be owner occupied? Just curious, is it possible that the owner and family are the people living there or does it appear that there is more than one family occupying the house?

Only one part is owner occupied. the other unit/units are rental. There is at least two different parties living in it that are unrelated. There is a broken window plus the cardboard one and trash is all over the place.

Still an issue of the unregistered rental. This has been going on for almost a year now.

This property was checked by Code Compliance and is a Land Contract,

There is two units in it and only one has the LC person in it. The other unit is a rental.

Now the person who had the land contract has moved out so it is really out of compliance with the county as well. Will be contacting them soon. Now drug activity may have started so have to get LPD involved. This would have all been avoided if code and other who said they would help had followed thru on their promises.

Still unregistered and now the new upstairs tenants are playing loud music and using the back room roof like a patio. What do we have to do to get Code and the city to do their job.

Sent a failure to register letter in Sept. 10 days later it is magical declared as complied, with no repairs or inspection. Plus new tenants have been fighting to the point the cops have been there 3 times in less than a week. The other apt has drug and prostitutes visiting. This is getting ridiculous.

As I understand it the owner filed the paperwork for a rental license. That should only be on one unit. The other portion needs to be owner occupied. If the ownership is through a land contract it is difficult to know who owns what. Land Contracts do not have to be recorded in Michigan. The process may require the city to see the land contract to confirm owner occupancy.

This issue has literally continued for years. The home was purchased through the land bank with a requirement that it be owner occupied. However, there is apparently no one to assure that it is. Police are called to the home regularly. I'm not sure why these owners seem to be exempt from any requirements.

The property does not have the benefit of reduced school taxes from owner occupancy (ie 50/100 PREA) - at least thru 2016. The Land Bank and Treasurer both put owner occupancy covenants on certain properties. This property has NOTHING to do with the Land Bank. It was sold at a Treasury auction. The City of Lansing would enforce the covenant by denying a rental license on either the entire home or one of the two units - if it it still used as a two unit.

Since it was purchased at a land bank auction I assumed that it was a land bank home.

In fact, Mr. Schertzing, you told me personally that you had an interest in the home because you have another landbank home on the same block.

THIS HOUSE HAS NOTHING TO DO WITH THE LAND BANK. My comments from earlier in the day say it was sold at a Treasury auction. This is a fact. I have an "interest" in all properties being their best. As treasurer I do keep an eye on areas where the Land Bank has invested. The Land Bank and Treasury work with the City and Neighborhoods to bring about the best outcome we can. Rental licensing issues would be with the city. A Land Contract sale qualifies as an owner occupant if the buyer lives in the home.

When we met and you said you had an interest, I remembered that - because I was impressed by that. Now...not so much

Land Contracts in Michigan do have issues. I have worked with the City for a number of years to refine land contract use. The City has done good work to step up the oversight of land contracts. This does give me another idea to pursue going forward...with requiring land contracts for auction purchases to be recorded. Enforcement will be very difficult. Thanks!

I don't know whether this is registered or not. However, there is an upper level "deck" off the second story. There are no railings and people are on the rooftop regularly.

This is no longer a rental. It is owner-occupied.
