Thank you for contacting UDOT. We have evaluated this intersection and found it to be operating as intended. The SB movement must terminate because of the NB flashing yellow arrow that is installed at this location. That flashing indication is tied to the SB green, so the only way to safely transition the signal to service the SB to EB left is to also indicate to that NB to WB left that the SB movement is ending. Otherwise a driver in the NBL movement could see that the NB movement is going from green to red, and consider that they need to clear the intersection, when the SB movement could remain green.
