Why does it take over 120 days for a request to be addressed?

I don’t know, maybe because you didn’t call the city and instead posted your problem out in the ether with no assurance that anyone with authority will see it? This is a private website, not your town’s website.
Go there and then Call or Email your ZEO, PD or Mayor’s office. I’m sure they will check it out.
