Hello,
In late May of 2021, the owner at 2200 Chapel Road constructed a fence along the left, when facing his front door (East) portion of his lot without a permit from the city of Hoover. He hired a group of unknown subcontractors to come in over a holiday weekend to construct this fence.

This fence also has live electrical Romex wires on it that are spliced into an extension cord from an outdoor receptacle.

The fencing in question is everything to the left of this orange line in the picture.

This fence is along the border between the lot at 2200 Chapel Road and the multiple lots owned by the residents of 2212 Chapel Road.
