Typically signal coordination is based on the posted speed limit. However when speed limits vary on a corridor and time and space and placement of those signs in multiple approaches varies along with people having different driving habits etc. It can be difficult and you try to support the movement of the majority.
That being said I think you are talking about just Germann Rd. This corridor has not yet been retimed to get better coordination for a few years. Our next projects are Ray Rd. Lindsay Rd. Nort from the 202 and Cooper Rd.
One side note having good coordination NSEW is almost impossible you usually favor NS or EW to be the primary concern and do the best with you can with the other directions..... I hope this helps and Germann will be coming soon it is not yet scheduled....Mike S.
