It just looks like CalTrans is beginning the process of replacing the 3 overpasses they have in plans, 2 at 23rd and one at 29th. I wouldn't call that vandalism.

Rather than whining at something that has been changed, be part of the process to ensure that they put landscaping back in the same spot when finished. You can access Caltrans website for info on what the planned changes are and how to contact them if you want to add your $.02.
