Putting street lamps in the middle of a sidewalk should not be considered "an improvement." Pedestrians should have clear access to the sidewalk.

The new light poles were installed with adequate sidewalk width for pedestrians between poles and the curb and gutter. Due to utility conflicts, the light poles were located to the current locations. These light poles along with the ones on the other side of the Broadway form a gateway from the interchange to the Downtown Broadway District. Thank you.

If there are "utility conflicts," perhaps installing those lamp posts is ill-advised? There is already one taller light close to those two new ones. Maybe you can obtain additional lighting with that and do so without blocking the sidewalk? This seems to be creating an additional problem to pedestrians instead of solving a problem.
