This has been an issue for the last couple of years, ever since a storm drain was removed as part of the city's then "sewer separation" project. The road is clearly still graded as if the drain is still there. The drain needs to be put back or the street needs to be re-graded. At the very least a cheaper, non-elegant solution needs to be installed, such as a hose/pump setup.
I met with the City Engineer and Director of Public Works on site several years back to discuss this issue. As Rob Rocke wrote, they did some research and realized they needed to regrade the street and possibly put in a new drain. The project was going to be relatively costly and the last we left it Engineering was going to get the project on the list to be completed. Since there has been a change in department heads, the momentum behind the project has probably unintentionally slowed. I would contact the Engineering Department and Anna Festa to try and get it going again.
Rob, thanks for the info. Glad you took the picture too. It doesn't capture the foamy, rotten substance on the surface in some parts. I hope it gets rectified soon. I want to enjoy the summer on my own street!
The street needs to be regraded in front of 96/98 Linden Street. There's always standing water there - in the summer the smell has been unbearable - and in the fall and previous winters it caused damage to my car and rotted the tires of another friend's car. It's a terrible!

Here are a few more photos of the foamy stagnation from this evening. I see there are now street-cleaning signs posted. It's great that the street cleaning will hopefully (temporarily) clean things up, but I fear that that will punt the problem down the road yet again. Can we confirm that someone from the city has been out THIS WEEK to experience the stench firsthand?
Saw the street sweepers come through six times yesterday. Thanks for the quick response. The road will still need to be regraded, but it's nice to have a respite from the putrid stench. Could somebody tell us what substance was sprayed on the street afterwards?
Thanks for the street-cleaning but it indeed is merely a band-aid. The very water used to clean the street began the stagnation cycle all over again. See the following photo taken yesterday (Wednesday) afternoon:
Did someone from the city get to experience this nuisance at its worst earlier this week BEFORE the street cleaning? I certainly hope so. You really need to smell it firsthand and you will immediately understand...
Yup, it still stinks. I seriously think that one of these days I'm going to start retching and vomit on the sidewalk when walk to work in the morning. I'm not kidding the smell turns my stomach. Please, please, please fix this!

I am astonished that this issue has gone on so long, and that DPW's response has been only a cosmetic street-cleaning. It's not just a bad smell - this is putrid and pervasive, leading more than one neighbor to wonder if there is a rotting corpse somewhere. I take a walk through this area daily and now avoid Linden Street because of the stench. I don't know how Linden Street residents are coping.
Has anyone heard of anything new going on to remedy this issue? I am gagging on a daily basis now...much of the problem is right in front of my home. Is there anything else we can do? The flies are abundant and now creeping into my apartment through the air conditioner I presume, since I cannot open my windows due to the putrid stench. The street cleaning was helpful for a few hours only. It no longer even seems like a good short-term fix unless it is done daily. Even then, the clean water pools immediately and stinks almost instantaneously. PLEASE let something happen soon. This is really a quality of life AND major health issue. A toddler on his peddle-less bike was tromping through the fermenting puddles during our block party. Children, animals, and pets are at risk. And we are all suffering.
Happy to report that ca. 12:30 PM Monday (Aug. 11) a big McVac came by to clean a drain on Linden, the one in front of 95/97. Nice to see the city taking action on this issue.
When the street was cleaned with detergent about two weeks ago the wash water was swept into the catch basins, where it remained in their sumps, perpetuating the smell. McVac managed to clean two of the CBs on 8/8/14, but could not access the other two as there were cars parked over them. The 8/11/14 visit cleaned one more. With the heavy rain expected tonight the remaining septage should be flushed out of the catch basins. It is likely this problem will recur until the street is regraded such that the gutters drain in to the catch basins.
