Gravel is covering the public right of way. This condition has existed for at least 3 years! The owner is an absentee landlord and doesn't give a darn about the community. it is dangerous and unsightly. children on bicycles, individual w/ walkers, wheel chairs etc., cannot navigate. Owner is Stephanie Chappel -- she owns a number of properties per public records. Please help
