Isn't it against city code to capture storm drainage on ones property and not connect it via hard line to the storm water management system of the said property?
There is a City surface drain inside the fence of the property at 747 Moji that, because the alterations to the originally approved development site plans, is not working.
Who do I need to talk to about the lines that are dumping directly onto my property?

The City does not regulate french drains or curtain drains. If water runoff from these types of drains is affecting your property, it may be a civil matter.
