Yes, They may have possibly spilled gas. The environmental reg. banning refueling on the beach exists to prevent spillage.

I have contacted the environmental management & am awaiting a call back. Hopefully, they are connected to the See/Click/Fix app

I was contacted by SPB Public Works Director today. He said that SPB met w/PCSD, Boo Yah, & Don CeSar to discuss issue. He said that there was likely miscommunication but that it straightened out & Boo Yah will not refuel on beach
