When there are dual left turn lanes it is difficult to see past the car next to you for things like bikes, pedestrians or other vehicles. As an example if there were two cars present for a (FYA flashing yellow arrow permissive left turn) and the outside car saw a red light runner and stopped but the vehicle next to them preceded because they could not see oncoming traffic due to the car next to them there could be a severe collision possibly. Due to this type of reasoning we do not allow for FYA operation at intersections with dual left turns typically.
