My original post, which was not the clearest because I entered it using the mobile application, remains accurate. I've dug out the opening several times and it just fills back up again with every rain because the opening it is not big enough to handle the volume of water the must transit the gutter. No one from the city has responded, though they recommend using this app to report matters such as these.
