Something has to be done here. Not only is trash constantly coming under the fence but I can't do work in my front yard without dealing with rats coming from there. And on warm days I can't have my windows open because the stench of stale beer permeates my house and summer hasn't even started. The unkempt back, which also abuts my property, is no better. The 3 foot grass is a tick haven.
