I thought it was the homeowner's responsibility to shovel sidewalks.

Renters are not obligated to shovel sidewalks ,nor liable for unshoveled,leafs,litter - Unless one has a deal/contract of some sort with the landlord.Lots of landlords neglect their duty and place blame on appointed caretakers or hired personel..Sometimes, in very inclement weather they can't find someone or their someone is too busy with more lucrative properties..Sometimes the person is out sick, -sometimes renters get strict instructions not to do the chore.

15 High Street would likely be a Yale building. I suggest contacting Yale Maintenance manager and seeing whats up. Renters are NOT responsible for sidewalks, building or other disrepair.
