Here is the problem as I see it. Escambia has a valid and legal bidding process for which vendors trust is fair. All of a sudden, Valentino's buddy does not get the job. He and the commissioners lie about their reason. Well, not Valentino his arrogance allowed him to just say it "He wants a local boy to get it".
However, they want to save money but when you look at their actions is speaks otherwise.
1.) By rebidding, they may lose the grant of 1.9 MILLION dollars.
2.) In order to try to keep the grant alive, the bidders now have to bid additional costs so that they can expidite the work.
Where are they saving? It appears that they run the risk of costing the citizens nearly 2 million dollars.
