Description
Please send Public Property out to redo the wiring, fixtures and conduit. We have prostitutes, homeless and drug users hanging out under here. This has been going on for too long (over a year) since Penndot let their contractors destroy this equipment making structural rebar and concrete repairs. Leaving any area unlit under here creates problems for the residences living next to it. This is the 2600 and 2500 block of Richmond Street under I-95.

Can other people also go to that page and also submit a complaint as well? Maybe with a few complaints received to PennDOT they'll expedite a repair crew out to fix the sodium lighting.

Update: PENNDOT contractors say that the power and the lights belong to the City in an e-mail reply that I received.
Since this has been going on for 6 months I forwarded this response to 311, Mark Squilla's office and Olde Richmond Civic Association. PennDOT says the Division of Public Property is responsible for the lights here.

On behalf of Nick Martino, ADE Maintenance, I am replying to the complaint below in italics.
Comments: There's been a complaint about the sodium lights underneath 95 being out under the 2500 and 2600 block of Richmond Street. This has been an ongoing condition for 6 months and it's attracting unsavories near people's homes. Could PennDOT repair this lighting under the decking? It would help increase safety in the neighborhood.
These lights are owned and maintained by City of Philadelphia, Public Property. The Department does not supply power. They have they have their own power supplies and cabinets. This information has been provided by my inspector in charge of lighting maintenance.

Now all the lights are out : ( Seems sort of unfair that the City should pay for something Penndot's contractors had done. Before the rebar work was done nothing was wrong with the lights minus a few lamps out once in a while.
