To State Hwy Dept: In light of the Interstate closing due to flooding, is there not grant money to be applied for? Can we not dig a giant lake holding area (deeper if there is already one) in the unoccupied area between Ark St Hwy 5North and I 30?

The access road south of I-30 in this area is higher than the Interstate road and acts as a dam. This might be why the interstate floods before the access road flood. Is.
