No one said anything about speeding. Whether the light is on or flashing, I still do the 40 mph speed limit. Traffic lights are not installed to "slow traffic", they are installed to safely increase the flow of traffic. And since there are NO vehicles entering the roadway from opposite directions at this time of night, there is no increased flow, only an interruption of the flow of traffic.
