I called UI and they said they'll send someone out. (It could be a cable or phone company issue, but I figure the power company is the best place to start!)

The issue does not concern a streetlight. It's a metal conduit attached to a utility pole on McKinley Avenue. The conduit is hanging away from the pole at an angle.
I called UI and they sent a truck. The technician said it did not appear to be a UI wire, but that he would send an engineer to have a look. UI has not, to my knowledge, done so.
The technician did mention that there used to be fire alarm boxes on the street, and that the wire might have been left there when they were removed.
From what I've been able to gather, it's not UI equipment. I should have looped back long ago and let you know, but it looks like I got two threads confused. Anyhow, I'm hoping to get an answer on who is responsible for this.

A REALLY nice guy from UI just stopped by. He's not sure it's a UI issue, but promised to send an engineer to investigate.

It's fixed!!!
A VERY kind gentleman from UI showed up to look into the problem yesterday morning, and the conduit was GONE.
I'd like to thank SeeClickFix, UI, Eddie, the mystery repair team, my high school english teacher... oh wait, that's another speech...
