He will return at a later time to check for movement. We are also forwarding your request to Code Enforcement due to the possible illegal business.
Please note: A California law was changed in 2019 and created an additional rule for police to remove vehicles, Assembly Bill 2876. This Bill does not allow for the towing/removal of vehicles off public city streets without a Community Care Taking need present.
