Private haulers from craigslist, etc. are not currently legal or allowed in Oakland.

We are supposed to call Waste Management (but that will change with the new contract) for a bulky waste pickup. Renters in multi-unit complexes are not eligible for a bulky waste pick-up so have to pay for a "job truck" from Waste Management.

Because many people cannot afford that or do not have their own truck, they may just dump stuff on the street. Unscrupulous folks doing remodeling and construction sometimes also dump stuff on the street to avoid paying dump fees. If you hire a contractor and they haul stuff away, always ask for a receipt from the dump.
I have been told that with the new garbage service, California Waste Systems, people living in multi-unit buildings will be eligible for bulky waste pick-ups. I don't know if this is true. If we allowed private haulers, but required them to be registered, that might help, too.

Citizens cleaning up their own personal property is great and helps, but letters need to be emailed to the city council and Public Works en mass.
