This is the only low lying areas that almost always has standing water in the neighborhood - in approximately a five block by five block area.
I did report it as a separate issue regarding mosquitoes, but if you could patch it with some asphalt it would resolve many problems.

A. This low lying area has standing water almost continually now in the rainy season. You can tell this by the level of mud that remains when it does finally dry up. It is the worst spot in a 5 x 5 block area.
