Description
The intersection of Ricardo Way NE and Mateo Way NE has a gutter crossing the street that has been paved over for some reason. This is the only path of drainage for the entire south side of Ricardo Way NE and since it is now paved over the south side of Ricardo Way is stagnant water 6 months out of the year.
