Individual living out of their van has set up a dumping area and is collecting appliances, mattresses, paint buckets, and a hodge podge of items. This individual has also made people across the street at The East Bay SPCA uncomfortable. The unleashed dog has almost been hit by vehicles driving on Hegenberger Loop. Will be an increased concern when school at Lighthouse starts again.

And the 2 little kids living there amongst 2 delusional men high on Dr**gs. The children have no running water, no bathroom facilities - should not be exposed to this lifestyle. I tried talking to the mother 3 weeks ago when this was starting up and she was incoherent. 2 black dogs are running around. These people have broken through the gates to the private lot and have set up tent (s) inside the gates as well as dumped trash, etc. They have completely taken over this private public streetscape. They're in a no parking zone as well as impeding the AC Transit bus stop.
They are also selling multiple stolen items.
And people are continually dumping more crap there.

Yep! Bank still has a lease on the property and is supposed to be maintaining it. Unfortunately, Union Bank felt it was more cost effective to tear the building down than to retrofit. I worked there for 36 yrs. until it was time to go.
Beyond me why people think it's okay to trespass, set up camp, dump garbage & other hazardous materials on private & public property. A mystery why so much "junk" is accumulated in these encampments.
Shame on the City officials for not managing the homeless crisis. Plenty of property whereby it could be sanctioned, trash dumpsters, running water & porta potties provided.
Plus this is within 50' of Lighthouse Charter School. Not to mention in a "no parking zone" for the right hand lane & impeding the A/C Transit bus stop.
