The light at Bruce and Harkrider goes to full timeout regardless of traffic on Bruce from either direction. It used to respond when no traffic was coming down Harkrider but now they go to timeout. It takes about two minutes which seems like forever when there is no opposing traffic esp. late at night, early in the a.m.
