The storm drain is actually a "bubbler." You'll notice another drain inlet across the street on the west side of Monterey. Stormwater runoff from the west side of Monterey is conveyed under the street to this drain where it "bubbles up" to continue its journey down 30th Ave above ground to Alameda de las Pulgas and to a drainage channel near 29th Ave. So the drain is not "clogged" but doing as it was designed.
Unfortunately (or fortunately depending on your perspective), the neighborhood has a high groundwater table so groundwater captured by dewatering systems in the subfloor of homes uphill is discharged to the street and the drain piping captures some as well, leading to a constant trickle of water from this drain down 30th Ave
