Description
The Kushner tower contractor removed most of the decorative globe street lamps along the east side of Bergen Ave. & JFK Boulevard.
There are only two working lights on the south end of the pedestrian path near Sip Ave. Otherwise, there is no direct illumination of the pedestrian path.
Because of the traffic barriers along the side of the path, the streetlights in the medium divider are inadequate to light the pedestrian path along the east side of the construction site.
The Kushner contractor must be compelled to install adequate lighting along the entire path, from Sip Ave. to the Journal Square PATH station.

The photo shows an installation on Central Ave. between Hoboken and Newark Aves. This illuminates the roadway and the sidewalk across the street.

The only two working globe street lamps on the south end of the pedestrian path have been removed by the Kushner contractor.
On 22 September I noticed that 4 LED light fixtures had been installed to "illuminate" the 400-foot long pedestrian path. This is a token effort by the Kushner contractor.
These lights are mounted about 10 feet above the ground. They illuminate maybe 15' to each side, a maximum coverage of 30' on the pedestrian path. From the south Sip Ave. end they are spaced 126' - 117' - 157' apart.
The original decorative globe street lamps were much brighter and spaced 40' - 50' apart.
To adequately light the entire walkway, the contractor needs to install many more lights.
That means a total of AT LEAST 14 fixtures, not 4, spaced no more than 30' apart at every third fence post.
The contractor must be compelled to install adequate lighting along the entire 400' pedestrian path

The specifications do not list the light output in lumens.
They are solar-powered and require no wiring.

I walked through the pedestrian path late at night for the past four days.
There are now 11 of these Gefolly solar LED fixtures installed along the walkway.
Only 4 are lit at night, all of them dim. NONE at are full brightness. 7 fixtures are not working at all.
Clearly, these fixtures are inadequate for illuminating the path whenever it is dark.
They should be replaced with hard-wired LED fixtures. A minimum of 14 fixtures is needed, spaced 30 feet apart and mounted on 12-foot poles.
Adequate lighting should have been installed AFTER the fence was installed and BEFORE pedestrians were pushed into the roadway.
A pedestrian safety plan for this construction site should have been reviewed and thoroughly implemented from the get-go. Instead, pedestrians have to complain to get Jersey City to respond to the deficiencies and compel the contractor to do what should have been done from the beginning.

ALL of the Gefolly solar LED fixtures installed along the walkway have been removed, including the the wood poles.
There is now NO dedicated lighting for the walkway. There is no sign of any generator or supplemental lighting.

I was going to open a new ticket, but your photo of the southern part of the walkway shows two deficiencies.
Two light fixture poles are mounted on the inside corners of the fence setback at the south crosswalk. Perhaps half the light from these fixtures falls behind the fence. Notice how dark the walkway is adjacent to the crosswalk.

At the very southern end of the walkway the pedestrian is walking in a dark area. This is because the southernmost pole is mounted about 10 feet from the walkway.
