I agree on this, a solid circle light leads one to believe it is not a leading left turn and therefore creates unnecessary yielding from one who actually obeys the light and the lane it holds. I am all for safety but Either north and south needs to be green at once (which would make sense why one needs to "wait to turn") or put an arrow light so people can just go when it is green.
