Increased surface runoff and downstream erosion for decreased water quality? Decrease permeability and vegetation space? Inefficient use of funds tailored for car-centric society?
Sorry, I don’t understand anything you wrote. Is it: parking space, catch basin, etc. why not just make it a grass area of more permeable space it the goal?

Agreed. However, recent study on urban ecology found infrequent mowing to improve insect biodiversity. So maybe planned vegetation/bushes over just regularly mowed grass.
