I've reopened this ticket as it's kind of a recessed storm drain, sunken into the pavement. Kind of hard to describe, other than it's a huge pothole all the way around the drain, I guess. I saw it again the other day while riding my bike home.

There is a pothole on Goffe Terrace on the east side of Boulevard. It is pretty serious for bikers.
