I think the building manager is the one you should contact, not the city.

The building manager has been notified, and has been limited on resources given by cheap property owner. The issue has caused hospitalization of tenants, expensive treatments forced on low income residence that were evicted without proper representation. This is a public issue since the property owners are slumlords and not following infestation protocol. Its causing homelessness, so therfore it is also a city issue!
