What on earth is the purpose of this poorly constructed, total eyesore?

Probably to keep peoples dogs out, which are not picked up after by the pawrents nearly enough - that’s my bet.

The barrier around the trees appears to be support for the young trees to keep the roots secure, during the winter months.

We've all seen trees throughout the city that need extra support. Normally it's a stick;post on each side of the tree tied with cord to stabilize it. But this contraption, is something else! Apparently acceptable 🤷‍♀️.

Yeah, this is BS. Whoever wrote this complaint should file it again and call it blighted conditions. That may get some actions.

Submit it under "Trees". Hopefully someone from Parks and Forestry can access the damage that is being caused by their contraption. And have a proper post to stabilize the tree. Because the weeds will kill the new tree. Code Compliance has no clue about trees.
