Someone thought that putting a speed meter at the end of the block would discourage people from speeding. It might if it actually was turned on. The meter was not working half the time and people quickly learned that they could still speed without any consequences. Car's are still speeding and nothing has been accomplished.

The issue has not been rectified. People are using the street as a raceway and not slowing down for pedestrian or bikers traffic.
