Description

See issue title - this is the hoarder who moved from 3000 San Pablo to just around the corner - unfortunately hoarding is a mental illness and these people can't manage at all so the debris & trash is being spread all over the neighborhood. Please DPW collect all of these stolen shopping carts & return them to the owners
