That issue requires moving the pole on the south side.
THIS issue is about the non-working lights on both sides of Pavonia Ave..
I previously reported this on 22 November as Issue ID 11712358.
It was wrongly closed and archived by Sean G. as a duplicate of 13019226, so nothing was done and the lights are still not working.
At Pavonia & Homestead there is a Rectangular Rapid-Flashing Beacon (RRFB) installation that pedestrians can actuate when they want to cross Pavonia Ave.
There are two signals, one at each end of the crosswalk, which have yellow LED lights to warn oncoming vehicles.
A button is mounted on each pole below the beacons and signs.
Both sides normally flash when either button is pressed.
This is the ONLY signalized crosswalk in the middle of the 600 block of Pavonia Ave.
The north AND south lights and buttons are NOT working.
The lights on BOTH sides should flash when EITHER button is pressed, but they don't.

The nearby new apartment construction obstructs most of the surrounding pedestrian side walks.
If you're here in person, you would even be horrified to cross the street during the day, not alone at night.

A raised crosswalk along with the installation of a HAWK signal (a traffic signal for pedestrians) are proposed at this crossing as part of the construction project along the north side of Pavonia Ave. We are currently working with the developer to finalize the design and hope to expedite the timeline of these improvements. In the interim, we are getting quotes to understand the cost of hard wiring the RRFBs.

We installed some HAWK signals when I worked in the NYC DOT Signal Shop.
HAWK signals need additional signage to explain the meaning to drivers and pedestrians.

There are 3 storm drains at the intersection.
It will be a challenge to raise the crosswalk and maintain proper drainage.

This evening (Thursday to Friday) contractors were working to raise the 3 storm drains.
I also saw equipment for milling the old asphalt at the intersection and repaving it.
Will a new HAWK signal system and signage be installed or will the RRFBs be retained instead?

This issue started on 12/1/2022 and I don't even know if the original request about a pole removal happened.
The developer and our technician were stopped from hard wiring the RRFBs, so we are now changing the batteries every two weeks. Very frustrating.
In the mean time, Mike Manzela is pushing Planning to update the intersections now (at developers expense).
Where are we now? What do you all want to know?

The discussion evolved into a promise for a HAWK installation at the intersection.
There has been no response from Traffic since Jennifer C posted on 15 Feb 2023.
I don't want to close this issue until the HAWK signal is installed.

I am bundling these because it is about safely crossing the street.
Finally, we are getting real movement. The developer was to place a traffic light here along with a 20' wide crosswalk. They have been told that they must make good on the promise they made when having their building/site plans approved.
I have to thank you all, because the push by the residents, Councilman Boggiano's office, the JSQ SID, Traffic Engineering and City Planning.
I wanted to cry every time, after rush hour, that I witnessed pedestrians, who were really careful, almost get hit by vehicles (a half block away!!!!!) almost get hit.
I do not have a timeline yet, but having City Planning aggressively following up on this, is a huge ray of sunshine. I will update you when I have more info.

The improvements to Pavonia and Homestead on the left side of the drawing has a note:

The type of traffic signal is not specified. Jennifer C. from Traffic said a HAWK signal was proposed. This is also called a Pedestrian Hybrid Beacon (PHB).
I have two questions:
Who will be responsible for design, Jersey City or Homestead Assemblage LLC?
Who is paying for the design and installation?

Two poles with signals and signs will be needed, one on each side of Pavonia.
Notice that there is a streetlight on the pole to illuminate the crosswalk. There should be TWO streetlights, one on each signal pole, on each side of Pavonia.
There is currently NO streetlight at this intersection.
Pole #69392 at 618 Pavonia Ave. used to have a streetlight that illuminated the mid-block pedestrian crossing. It was evidently removed as part of the construction in the area and/or PSE&G work.

I have passed on all of the information above, to the engineers and planners.
I also noted that the south side of Pavonia, near Homestaed Pl, probably didn't have a street light on the south side of Pavonia, due to the parking lot being well illuminated.
