this is not just dumping, it is a homeless camp - the City does all it can to not address these constructions of stolen shopping carts & tarps - you may need to make repeated calls to DPW and the Mayor's office to get action on this
Besides having stolen property they also violating muni codes 9.08.160 Sitting or lying on streets and sidewalks, 9.08.170 Obstructing pedestrians and also 9.08.180. For the street people call operation Dignity (5100 287-8467 they are the ones the city contracts to deal with the homeless.
Operation Dignity is for Veterans and their families. I understand Healthy Communities was awarded almost 2 millions dollars from Alameda County to deal with the homeless in WOakl, and they are using St. Andrews Plaza as their treatment center but I don't know what their goals are given that the Plaza has gotten so much worse over the past few years
Our local community group the Dimond Improvement Asso. had Joe DeVries as guest speaker. He is the City of Oakland interdepartmental corridinator for the homeless. He told us the city contacts with Operation Dignity to work with the homeless. He also mentioned that a large number of the homeless in Oakland are part of the occupy group which is now the Ferguson protesters. I far as I can see the system is completely broken.
Was Joe DeVries able to help your group at all? The homeless in WOakl are not the protestors or remnants of Occupy. If you drive by St Andrews Plaza on San Pablo you will see that many are chronic substance abusers and mentally ill persons & I wouldn't mind their taking gathering if not for the TRASH everywhere. Then there are the hoarders who string several shopping carts together & fill them to overflowing with trash. I would be satisfied if the City just maintained this open air free-for-all by picking up trash daily or finding a way to work with the residents of the Plaza to contribute to cleaning up
