There are sensors for vehicles both on Carmelita Ave and El Camino. Yet I've noticed for many weeks that with no traffic in either direction on El Camino and cars in both directions on Carmelita that the lights require upwards of 60 seconds (usually 65, or so) to change. Are those sensors functioning or have they been disabled in favor of simply a set time?
