Description
This sidewalk leads to the handicapped ramp at the Journal Square PATH station.
It was blocked today with no signage. Who is responsible for this?
Are handicapped people, people with strollers, luggage, etc. supposed to climb the steps?
The Kushner contractor has already stolen half of the walkway width for their fence.
This obstruction should be REMOVED!

Loob, Kushner REFUSED to pay the property taxes. This project was supposed to start years ago, when he purchased the land/parking lot but Kushner & Co wouldn't pay the taxes that were owed. The only reason this project was allowed to begin is because Jersey City settled out of court with Kushner and co for an undisclosed amount. Obviously far less than what was owed. So yes Loob, Kushner and Co will do anything they can to refuse to pay. Who pays the remaining property taxes.... we do.
I consider it stealing, you probably think it's the art of the deal. But yet, we pay not Kushner and co.
As to the handicap ramp, there's another one on Pavonia Ave by Emma's restaurant. Inconvenient yes but there's still an accessible handicap ramp in the meantime.

I doubt that Kushner purchased the pedestrian walkway. It's a public right of way that's existed for a hundred years.

Search for Block 9501 and zoom in. You'll see that the walkway is a narrow sliver and NOT included in the tax block.

But unfortunately it is all we have at this moment. Which is better than nothing at all. Hopefully the other ramp will be reopened after the holiday.

I am not an engineer at all. We have inspectors going out, however, this is not in the public right of way, the ramp going into the port authority regulated space. In addition, if it were in the public right of way, it would be under the jurisdiction of Hudson County. I was just letting you, the public, know where we are at and trying to see how we can help resolve this.
I am sorry you feel you need to berate me. I like to work together to solve an issue and see you, the public actually facing the issue, as the experts in what you see happening.

We the public want to keep you accountable. If you did send inspectors to check on the scene, that's good.
At first, you never told us that inspectors went out.
It sounded like you just flat out denied that this was in the public right of way without any inspector.
Unsolicited advice, work on your communication to avoid misunderstanding like this.
If this is not the case, we the public look forward to your inspectors' finding and how you can get this issue resolved.

I just received the following email from the Port Authority:
Thank you for contacting us regarding the pedestrian walkway near the Wendy’s restaurant. We welcome the opportunity to address your concerns.
The pedestrian walkway is temporarily closed because of unexpected impacts caused by the construction adjacent to the walkway. Our teams are currently identifying the repairs needed to reopen this walkway as quickly as possible.
Please know that we surveyed the area and are in the process of installing temporary signage near the walkway to provide directions to alternate plaza entrances, as this closure impacts an ADA-accessible entrance to the plaza and PATH Journal Square Station.
We currently anticipate this walkway to be reopened by mid-January and will send you an update when it has been reopened.

I spoke with a PATH customer service agent this afternoon who was putting up better signage. He confirmed the information from the email I received from the PA.
This walkway shows up on some maps as "Journal Concourse Square East" or some similar variant.
"Journal Concourse Square West" is on the other side of JFK Blvd. It runs from the end of the Pavonia Ave. 800-block through the Square Ramp parking lot to Magnolia Ave. and then to Kennedy Boulevard.
The purpose of these easements from 1922 was to provide pedestrian access to the Summit Ave. train station, now the Journal Square PATH station.
The question of who is responsible for maintaining the easement walkways is often unresolved. For example the west walkway abuts 10 different lots in tax block 10601.
At least in this case the PA is addressing the damage done by the Kushner contractor to the east walkway.
