The County’s Residential Traffic Management (RTM) program was created to help address issues of speeding and cut thru traffic. It’s a multi-step program requiring the participation of an active homeowner’s association (HOA) or an individual citizen like yourself, willing to be the contact person. It cannot be done anonymously or through SeeClickFix.
The first step in the process requires a formal written study request from the HOA (if you have one) or the contact person to request an RTM program packet. The contact person is required to circulate a study request form and obtain interest signatures from 33% of the households within the study request area and to complete and return the project application form and signature page. Once the forms are returned, we will place counters down on the road(s), at specific locations, to collect speed and volume data for a 24 hr to 48 hr period.
For a road to qualify for any type of traffic calming, counts must reflect excessive speeds and/or volumes. If the area is posted at 25 MPH, the speed of the 85th percentile would have to be at or above 37 mph (or 12 mph above the posted speed limit) to meet the speed warrant, and/or volumes would (at a minimum) need to exceed 10 trips per day per household within the study area to meet the volume warrant.
If the speed and/or volume warrant(s) are met, we prepare a traffic calming plan (TCP) for calming the roads along with petitions that over 50% of the property owners (renters can’t sign) within the affected area must sign and be in favor of the proposed traffic control measures, before they will be considered for approval. Notification of 90% of all the property owners in the affected area is also required. Keep in mind that the affected area may extend beyond just the property owners abutting the calmed street.
Stop signs are available for us to use to attempt to address speeding and/or cut thru issues. Unfortunately, speed humps were removed from the program some years ago, by the Board of County Commissioners, as part of their budget reductions, so they are not available for us to offer anybody for use with traffic calming.
Speeding is an enforcement issue that is often times best handled by the Sheriff’s office. Please feel free to contact Sgt Christopher Giles, with the PC Sheriff’s Office, yourself at 727-582-6915 for assistance. I will assign this issue to the Sheriff for whatever action they deem appropriate.
Along with increased enforcement, we can also offer our SMARTrailer (radar speed feedback trailer). We can deploy it on your street for a week if that is of interest to you. We can also prepare you some Neighborhood Flyers to distribute. If you need more information about the RTM program, want some Neighborhood Fliers, or wish for us to deploy the SMARTrailer to your street, please call or email.
Should you require additional information, please contact us directly.

Both Keene Rd and Belleair Rd are functionally classified as minor arterial roads. Minor arterial roads are not eligible for traffic calming, so they will never be calmed with traditional traffic calming measures (speed humps or stop signs).
There is a project in design for Belleair Road which will include some of the suggested safety enhancements. There is also an active workorder for an RRFB controlled crosswalk across Belleair Road. Once the required sidewalk work is complete, the crosswalk will be installed.

I left a message for Sgt Giles of PCSO today. Need to reach out to someone but see on 2/14/23 this was handed from PCSO to City of Clw, who will reach out to contact us?
Today as I pulled up on the other driveway two vehicles came flying through and the bad car accelerated enough to spin his wheels and needed to counter steer to stay on the road. What if this guy lost control and killed me or our kids that are out playing daily? This an issue that needs to be resolved. Shall we block off the street with vehicles or something to get an officer here to see the issue?
These drivers will cause serious bodily injury or death will occur from their actions and the taxpayers that live in the neighborhood need your support. What will be done by the county or city to resolve this traffic flow issue? See link below.
