I live at the 600 block of East J St. Chula Vista. I would like to report constant vehicles speeding at the 600/700 block of East J St. The bulk of the speeding occurs Monday through Friday between 1500 hours and 1800 hours. (Return home vehicle traffic) Vehicles are traveling at a high rate of speed. Motorcycles have been riding seen riding"Wheelies" from the top of the hill all the way to Paseo Del Ray Road. Because of the high rate of speed in the area the roadway is unsafe for pedestrians, bicycles, and other vehicles. This unsafe vehicle issue needs to be regularly addressed. And not just a "One and done" deal. Drivers have been speeding in this area for an extended period of time (Years). It's taken me a long time to file a report, but I'm filing one today.

My initial complaint was not a difficult or complicated issue. But nothing was done. And you wonder why the public doesn't like law enforcement.

This is exactly why we are using this program. There is no manipulated data, clearly we have not responded as we should have. While we do have limited resources, some action should have been taken by this point. My apologies, you should see some enforcment this week.

Your efforts in this area does have a positive impact with the citizens that live in the area. And the people do notice and appreciate you work. Eventho you may not hear it.
Please continue the traffic enforcement in the area, it is needed. Please don't let this slip into a "One and done" action. This is an ongoing problem. Please keep me updated. Stay safe.

We don't use this system to manipulate data. We are short on staffing, but this system allows us to funnel and streamline our response to issues. Instead of several complaints being dispatched to several officers independently of each other and tying up resources on the same issue, we are able to combine complaints of the same nature/location. And, like in this case, when you say something hasn't been handled like it should, I am able to see that you are correct, quickly and easily, and redirect the response, which is what I was referring to in my comment.
While our staffing limitations will continue to limit our responsiveness to a level that may continue to disappoint to some degree, it gives me the ability to track and ensure that we do respond. And if we don't, you have the ability to call me on it.

Officer Rodrigues, thank you for the update with the speed trailer. I saw the location it was placed at. I believe a better placement of the speed trailer would be on East J Street between La Senda Way and Paseo del Ray. Thats where the majority of the speeding occurs. I dont want to appear as a pain, just want results of vehicles not speeding in the area.

Good afternoon, it has been over 120 dsys since i filed the complaint for vehicles speeding at the 600/700 block of East J St. It has been over 30 days since the last entry that any action has been done. It appears action was only taken when i inquired after 60 days. And the action that was taken was only five days. The response was very underwhelming. Only five days any action was recorded on this site. In those five days, multiple citations and a vehicle impound was reported. This documents that there is an issue with speeding vehicles in that area. With that documentation, why did CVPD not continue traffic enforcement in the area? I dont expect CVPD to stand a post there everyday, but there is times when enforcement can be done. I'm aware of staff shortages and priorities factor into this. But this appears to be a "One and done issue" by CVPD. The speeding continues. The neighbors are not asking CVPD to do anything extra work, but to just do your job without excuses.

Good afternoon Office Rea, thank you for your quick response. The five days of traffic enforcement was over 120 days since i filed a complaint on this site. A speed trailer was deployed at the bottom of the hill in front of a traffic calmer (Center Medium). Vehicles will naturally slow down from picking up speed coming down the hill when approaching the traffic calmer. Don't understand why that location was chosen to place the speed trailer. The bulk of the speeding occurs on East J St. between La Senda and Paseo Del Ray. It is a straight road with no traffic calmers for about four blocks, and vehicles pick up speed coming down the hill E/B on East J St. I am aware the resources for constant enforcement do not exist. I did state in my previous post that, "i dont expect CVPD to stand a post there everyday, but there are times when enforcement can be done." "I am aware of staff shortages and priorities factor into this."
Please don't put the blame on me for requesting traffic enforcement and having to move enforcement services from one area to another. Law enforcement services have always been on the move. Requesting enforcement services is why this site implemented.
Im not attempting to be some "low level agitator", im just requesting traffic enforcement for the safety of the neighborhood. I dont think.im asking too much.

Thank.you Office Rea for requesting an updated speed survey. Please do not have the survey conducted where the traffic calmers are located. That's the location where the speed trailer was placed on 03-13-23. The speeding occurs on East J St. between La Senda and Paseo Del Rey where there are no traffic calmers. Please keep me updated. This clickfix issue has been ongoing for almost 8 months now.

Back on 05-05-23 Officer Rea stated there will be regular traffic enforcement in the area. There has been none documented since then. What exactly do you mean by regular traffic enforcement? I have been very patient and thankful for the few times enforcement was done. I believe the response i will get will be the same old worn-out excuses. And not a can-do attitude. I dont like being the person to remind CVPD to just do their job. This complaint is not complicated or difficult. Im not asking to do anything extra, just do your job. I would like your supervisor to contact me and figure out the best way to handle this issue.

Absent a valid & current speed survey, no speed enforcement can be done. The survey expired and this request was reassigned to Traffic Engineering to provide a new survey. We cannot resume speed enforcement until the survey is completed.

We conducted enforcement when the survey was valid. We notified traffic engineering of the expiration and requested a new survey, which you can see in the comment history above. At that time we had to stop enforcement. As part of the checks and balances, the police department does not conduct nor contract for the speed surveys to be conducted.
Conducting radar or lidar speed enforcement on a street with an expired survey is defined as a speed trap in the State of California, with a few limited exceptions which do not apply to this location.

(a) A “speed trap” is either of the following:
(1) A particular section of a highway measured as to distance and with boundaries marked, designated, or otherwise determined in order that the speed of a vehicle may be calculated by securing the time it takes the vehicle to travel the known distance.
(2) A particular section of a highway with a prima facie speed limit that is provided by this code or by local ordinance under paragraph (1) of subdivision (b) of Section 22352, or established under Section 22354, 22357, 22358, or 22358.3, if that prima facie speed limit is not justified by an engineering and traffic survey conducted within five years prior to the date of the alleged violation, and enforcement of the speed limit involves the use of radar or any other electronic device that measures the speed of moving objects.
