First and foremost, I apologize for the delay in response.
The action of clearing snow, even at a construction site, is considered a temporary activity to make the surrounding sidewalks safe and the noise ordinance would not apply as this action would be similar to the use of a snow blower. Also, Watertown does not currently have an ordinance banning the use of leaf blowers.
