Horrible smell at Alphaloop and Hayes Bridge. May be coming from trash bin? Been smelling for days!

I often smell it while on the bridge. I don't believe it's the trash-I often see it emptied ( thank you workers VERY much). There is an old/large drain pipe near there. Could be the source?
