I am referring to the alleyway between 16th Avenue North and 17th Avenue North; and between 12th Street North and 14th Street North, at the 12th Street end. A neighbor has collected three of the garbage bins from the eastern end of the alleyway and moved them to a paved deck he built for this purpose. Now, everyone has to carry their garbage half way down the alley to his property to dispose of trash. Because he is using the bins for commercial purposes (construction) there is often no room left for anyone's trash but his own. So, another neighbor then moved one garbage container back to the eastern end of the alley. There is a four unit apartment complex there, so there is a special need for a bin at that end. Last night that bin had already been dragged back down to the neighbor's property. I asked him about it, and he said he had "talked to the container people" implying he had permission to take all the bins. I do not know to whom he referred, whether he meant that he had called the sanitation department, or whether he meant the sanitation truck drivers.
It is isn't just that it is a long way to carry trash, which it is; or the abuse of residential bins for commercial purposes, but there has been a trash bin at the eastern end of the alley for 20 years. I don't understand changing the location without considering the needs of any of the other residents using the bins.

Another neighbor called the Sanitation Department about this six weeks ago. Only after that, did I suggest that someone use the Mayor's Action Center, as I had been very impressed with this in the past when I had another issue.
The bins service households facing both 16th Street North and 17th. Two of the neighbors on 16th have no back gates, and have to take their garbage out their front doors, up 16th, down 12th, just to get the alleyway. There are three households on 16th St impacted by the problem, and a four unit apartment unit on the corner. At some point each and every one of these folks have expressed concern over the issue.
About two or perhaps three weeks ago, a small white Sanitation Department truck spoke with the neighbor hoarding the bins, and nothing has been done, nor has there been any communication. When one neighbor dragged just ONE of the bins back to it's former location, it was back with the others in hours. I am 61 years old and I can't drag bins around. We wish the Mayor's Office could find out why this problems persists.
The question obviously is, what do we do if the Sanitation Department won't help us, which seems to be the case?

He still has all the bins and he still keeps them full with his own commercial trash. I spoke with neighbors this week, who are still having problems because the guy with all the bins is in the construction business and he keeps the bins filled with heavy duty refuse. Currently he is doing a gut and remodel on the house where the bins are kept.
The neighbor said that her recycling bin kept being moved so that it blocked her gate and she could not open her gate or get to the alley past the recycling bin. She would move it and watch this guy move it back in front of her gate, so they had a little encounter in the alley.
They solved our problem by giving us our own bin, which we put on 12th instead of the alley. Not attractive, but it is a solution. However, the fact remains that this guy seized three bins, placed them on his property, and uses them for commercial trash disposal. There are still two neighbors without gates that have to take their trash on a long walk, up 16th Ave., and then 12th St., just to get the alley. Then they have to drag the trash further down the alley than in the past. So my problem is solved, but THE problem is not solved.
